Open Question: Unsafe sex question? Please help me out.?

So my boyfriend and I have been having unsafe sex for about 9 months. He pulls out a good amount of time before he, you know what. And every 2 minutes or so, he'll pull out real fast and wipe the little hole, for prec-m. I'm sorry for the grossness of that, but. I was wondering if anyone can tell me how effective this is? And if there's any tips to make unsafe sex, safer? I know this is stupid
