Open Question: why is my acne like this? is there any solution or treatment?

my skin gets blemishes like a few big ones in different areas then i look really close and i see little tiny ones that arent very noticable but they are they and when i put some foundation on and stuff you can see the dimension, they never go away! like they have been there for months and stuff, like i DONT know how to get rid of them, i dont want to pop them to cause a bigger problem but is
